A federation of mage groups that oppose the Technocracy's plans for humanity, the radical change of the Marauders & the evils of the Nephandi.

At the start of Mage: the Ascension it was a federation of mage groups that banded together for protection against the Technocracy but also to fight their influence over Sleepers. After Brucato became developer for Mage, the origin became in the 1400s mage groups reacted to pressure from the Order of Reason. They formed the Council of Nine not only to protect themselves but also Sleepers from the Order of Reason’s negative influence. The Council’s headquarters is Horizon Chantry. The Council has a heraldry shield featuring a unicorn on pg. 7 of Horizon Stronghold of Hope.
